Marine Park Development and Marine Protected Area Branch (CPTLPM)

Plan and manage MPA policies:

  1. Propose and evaluate drafting/amendment/review of policies and legislations related to the Marine Protection Area (MPA);
  2. Plan and implement the process of new gazetted marine parks and MPA;
  3. Plan, monitor, and coordinate the implementation of Division Strategic Plans and Direction;
  4. Formation and reviews of Marine Park Management Plan and development of guidelines related to marine parks;
  5. Improvement of the fee collection system, acquisition of marine park fee tickets and review of marine park fee order for the implementation of Conservation Fees and Marine Park Activity Fees (Amendment 2017); and
  6. Create action plans to overcome local threat issues. (e.g., pollution, oil spills, marine debris, sewage, adaptation and mitigation of world’s climate change threat).

Plan the management, physical development and sustainable MPA activities:

  1. Plan and coordinate the management, development, and operation of marine parks and MPA;
  2. Conduct physical monitoring activities in marine parks and MPAs and provide reviews on planned development activities in marine parks to avoid impacts on marine biodiversity;
  3. Implementation of Management Effectiveness Assessment Tool (MEAT) at marine parks and MPAs;
  4. Plan and manage dive sites and underwater recreation areas;
  5. Plan and manage ecotourism activities at marine parks and MPAs; and
  6. Plan, provide and monitor ecotourism facilities.

Coordinate Corporate Management and Secretariat:

  1. Monitor and evaluate the implementation of Division’s Strategic Plan and Directions;
  2. Coordinate and report the division’s key performance indicators(KPIs);
  3. Plan, coordinate, and provide documents for the implementation of the National Advisory Council for Marine Parks and Marine Reserves (MPKTLRL) and MPKTLRL Working Committee Meeting;
  4. Coordinate budget allocation for Marine Parks and Resource Management Division (Management Budget, Development Budget, Marine Park and Marine Reserve Trust Fund Budget and others); and
  5. Manage the process of land acquisition and record and monitor the Division’s usage

Provide Counselling Services Related to MPA:

  1. Review the applications of study/researches at marine parks conducted by NGOs, public/private educational institutions, corporate bodies and others;
  2. Provide intervention notes to international organisations and local agencies for issues on marine parks and MPAs;
  3. Participate in international and national technical committees related to marine parks and MPAs ( CBD, ICRI, CTI, Refugia, Closed Season and others); and
  4. Provide input and counselling on issues related to marine parks (SDG, parliaments and others).

Fishery Resource Management Branch (CPSP)

Responsible for planning and managing fishery resource and endangered/protected species policies:

  1. Propose and evaluate drafting/amendment/review of policies and legislations related to fishery resource and endangered/protected species;
  2. Plan and execute the process of gazetting/zoning of fishery resource areas (inclusive of shells and corals) and endangered/protected species habitat;
  3. Plan potential community areas to be developed under EAFM;
  4. Provide, review, manage and evaluate action plans for fishery resource and endangered/protected species (NPOA, EAFM dll);
  5. Manage and evaluate the implementation of Fisheries Management Plan (FMP) for the components of fishery resource;
  6. Coordinate and evaluate the effectiveness of the Malaysian Marine National Task Force of Stranded Endangered/Protected Species Network; and
  7. Review the applications of studies/research in Malaysian marine waters related to fishery resource conducted by NGOs, public/private educational institutions, corporate bodies and others.

Evaluate the planning and implementation of project proposals for the development of national waters and to ensure the sustainability of fishery resource management and endangered/protected species:

  1. Collect development project data for national waters with involved Government departments/agencies (PHN, MYSA, MacGDI)
  2. Provide technical reviews of the Department of Fisheries (DOF) on the application of developmental projects in national waters (sand mining under the Continental Shelf Act 1966, petroleum excavation/optic cables under Section 21 & 22 Exclusive Economic Zone Act, 1984 etc.)
  3. Provide technical review for Planning and Development divisions on the application of national waters developmental project proposals such as reclamation and EIA reports; and
  4. Provide notifications/information to State Departments of Fisheries involved in any development activities in the sea (sand mining/petroleum excavation/optic cables

Manage any physical development, fishery resource and endangered/protected species activities:

  1. Plan and coordinate the management, development and operation of conservation/sanctuaries/preservation centres of fishery resource and endangered/protected species, especially turtles
  2. Conduct monitoring on physical development activities and evaluate the effectiveness of management at conservation/sanctuaries/preservation centres of fishery resource and endangered/protected species, especially turtles;
  3. Conduct programmes/national and international projects, involving fishery resource and endangered/protected species (CTI, MMPA, Turtle MOU)
  4. Evaluate and take following actions related to study results/research conducted by Fisheries Research Institute [(FRI), NGOs, public/private educational institutions, corporate bodies and others
  5. Process endangered/protected species under the Section 27, Fisheries Act 1985

Responsible in giving counselling and secretariat actions on fishery resource and endangered/protected services:

  1. Plan, coordinate and monitor marine fishery resource development activities based on existing budget
  2. Participate in international and national technical committee related to fishery resources and endangered/protected species (CBD, CTI, RFZPPN, JTMM, JTPP, OSC, JKZEE)
  3. Plan, coordinate, and provide documents for the implementation of main meetings organisations such as Management and Conservation of Endangered and Protected Marine Species Main Committee (JK SMAT), Technical Management and Conservation of Endangered and Protected Marine Species Main Committee (JT SMAT), EAFM National Committee, Stranded Endangered/Protected Species Task Force Committee
  4. Provide intervention notes to local agencies and international organisations on issues of fishery resources and endangered/protected species (MPJP, JPJP, parliament etc.)

Ecoystem and Biodiversity Conservation Branch (CKEB)

Conduct Underwater Surveilance for adherence to Part IX Fisheries Act 1985:

  1. Sea-bed monitoring for adherence to Part IX Fisheries Act;
  2. Manage logistic assets and sea element equipment at Marine Parks; and
  3. Conduct investigations on death/damage to aquatic ecosystems and fishery resource cases.

Coordinate and implement research activities on aquatic ecosystems and fishery resource:

  1. Identify main research fields and required information in supporting marine parks and fishery resource management;
  2. Obtain aquatic ecosystems and scientific information concerning fishery resources;
  3. Provide scientific information for potential areas have to become protected fishery areas;
  4. Plan and coordinate research activities with National Marine Park Research Centre for research conducted at marine parks.

Conduct Aquatic Ecosystem and Fishery Resource Monitoring:

  1. Conduct monitoring and inland fishery inventories;
  2. Conduct periodic monitoring on marine environment and fishery resources;
  3. Provide periodic reporting for aquatic ecosystems and fishery resource status;
  4. Identify issues and threats on habitat and aquatic ecosystems.

Conduct aquatic ecosystem and fishery resource rehabilitation activities:

  1. Identify the areas that are experiencing degradation
  2. Conduct rehabilitation activities for aquatic ecosystems and fishery resource preservation (release of seeds to public waters; coral restoration, etc.)
  3. Identify and map locations and habitats in the waters of the marine park that are at risk of being endangered and implement appropriate conservation programmes/activities such as coral restoration and others
  4. Implement reef and unjam management for fishery resource conservation

Provide and manage fishery resource database:

  1.  Processing and storing the database of protected areas of marine parks and waters of Malaysia (Marine Park Management Information System, MPMIS dan Marine Park Data Centre, MPDC)
  2. Spatial and temporal data analysis of Geospatial forms (species, habitats and health status of coral reefs
  3. Produce habitat and fishery resource map.

Manage and process permits Remittance Fee:

  1. Manage and process research permit applications
  2. Manage and process any activity applications (except researches) under Section 43
  3. Manage and process Exemption Fee Application
  4. Supervise and implement audit on Fee Order (Marine Park) adherence

Collaboration and Public Awareness Branch (CKKA)

Implement and manage strategic cooperation/collaboration with stakeholders:

  1. Conduct collaborations and strengthen consultations with target groups, especially for new MPA work
  2. Establish and strengthen cooperation networks with target groups (NGOs, resort operators, corporate bodies, GLCs etc.)
  3. Implement MPA community capacity building with alternative livelihood skills as well as encourage local community involvement

Plan and implement educational programmes and public awareness:

  1. Implement educational activities and public awareness to the society
  2. Provide and update information material at information centres supervised by BTLPS (such as: Marine Park Information Centres, Turtle Information Centre, Refugia, and Kingdom of Shark)
  3. Develop and manage social media (Marine Park of Malaysia Portal: Facebook, YouTube) and mobile applications (e-Kuiz, e-Perpustakaan)
  4. Monitor and evaluate the effectiveness of educational programmes and public awareness

Plan, develop and provide publications and publicities:

  1. Publish and provide marine park and resource management information material in the form of print and electronic media for general distributions;
  2. Publish bi-annually compendium and annual reports of BTLPS; and
  3. Produce periodic information in the form of fact-sheets for marine park and Resource management.

Manage BTLPS capacity development programmes:

  1. Conduct technical courses organised by BTLPS; and
  2. Act as the division training secretariat.
